this is the wrong forum and may be a stupid ?, but,

if i fund using a credit card, then fund my off-shore account, when i cash out, does the book pay my neteller account, and then i request payment from neteller?

If you fund via neteller, then you can use Neteller to withdrawal. You withdrawal to neteller then transfer to your bank account.
